Le président de la République de justifier son remaniement : « Ce n'est pas parce que je n'ai pas confiance en vous que j'opère des changements, mais c'est parce qu'à un moment donné, le changement est dicté par la volonté politique et les nouvelles missions à confier au gouvernement ».
